The revitalization of Baltimore's Inner Harbor and waterfront is internationally recognized as a planning and urban design model. This successful story started in the late 1950s with the Charles Center redevelopment plan for the core of the Central Business Distric and its positive effects on the city's economy. In the first of a twopart article, Vicente del Rio writes about this early plan and its role in Baltimore's efforts towards a sustainable revitalization.
