Urban Design and The Future of Public Space in the Brazilian City

Invited to participate in a research workshop organized by the Lozano Long Institute of Latin American Studies at the University of Texas - Austin, the author responded to its provocative title “The End of Public Space in the Latin American City?” with this discussion paper. The workshop was an interdisciplinary exploration of the controversies around the erosion of public space in Latin American Cities, and of the paradox between democratization processes and the expansion of physical divides and spatial segregation.

Reducing Car Use? Just Do It!

The dependence on the car in everyday travel has increased enormously over the last several decades. This has serious and growing consequences for the environment and health for many communities affected by road traffic. At the same time, these consequences are very expensive for business, environment and society. Ways must be found to overcome this car dependency so that people begin to use other modes of transportation.

Sustainable Development Through the Integration of Planning and Environmental Assessment: International Practice and Lessons for California

Opportunities to improve the sustainability of policy and development in California is possible through better integration of urban planning and environmental assessment. A comparative analysis of environmental planning practices in Pakistan, United Kingdom, New Zealand, and California is given. The author recommends that a stronger and more sustainable regional approach in California may be obtained by integrating environmental factors earlier in the planning and development entitlement processes.

Renovation in Historical Cities: Emergency and City Services in Fes, Morocco

The concept of what is a historical monument is changing and our planning practices should follow. Vernacular buildings may be considered monuments, a notion that may be expanded to the scale of a whole city. This is the case in Fes, in Morocco. As the historical center has been listed by UNESCO as a "World Monument", the King of Morocco responded by creating a public agency to manage all the projects in Fes. In this area, planning and building streets for emergencies and services is not a simple challenge.

Throughout history mankind has always wanted to create beauty - as first attempted by Phidias, to go further - as did Columbus, to fly - like Leonardo da Vinci, to climb higher - as Hilary strived for, and even to travel to the moon - as Armstrong did. If these milestones were accomplished, why wouldn't man also have a desire for the best city, an ideal city in which it would be possible to have a high quality of life?

Senior Project in Florence, Italy

Imagine waking to a gentle winter sun warming your bed, and then walking fifty paces to a neighborhood café where the barista already knows what you’re going to order as you walk in the door. Afterwards, you spend a good portion of your day people watching and studying behavior in an open piazza. You shop at the neighborhood grocer for meats and breads but save the fresh produce and cheese purchases for the open-air market. And finally, in the middle of the night when cravings for sweets strike, you find a bakery selling its next day’s goods hot and fresh from their back door. I experienced these moments and more during my six-month habitation in Florence, Italy.

New Zealand, or Aotearoa to the native Maori, is a small island nation of 4 million people and 47 million sheep, located across the Tasman Sea from Australia. The home of the Kiwi (an endangered bird, a popular fruit, and the friendly people) is about the size of Colorado, although the shape of the north and south islands would approximate the elongated length of California.

New Urbanism, Automobile Dependency and Sense of Community: A Comparative Study of Two Residential Developments in California

This paper resumes a research that concentrated in the effectiveness of residential urban design in response to some of the key tenets of new urbanism. Our original questions were: a) how this design truly reflects on the daily lives of the communities’ residents; and b) how residents perceive it? To answer these questions, the research focused on (1) automobile dependency and (2) sense of community, as the two major variables of new urbanism.

In this project, the undergraduate second-year design class proposed an urban design project for Traffic Way, a commercial corridor in the City of Arroyo Grande, California. The area is a “jumble” of uses, architectural styles, and vacant lots, and the project concentrated on infill development and area improvements, such as pedestrian-oriented streetscaping.

Two Quarters in Rio de Janeiro: The Carioca Experience

The literal definition of the word “carioca” is a native or inhabitant of Rio de Janeiro. However the meaning behind it goes far beyond merely place of residence. It describes a good-hearted, friendly, generous and humorous state of spirit in an often chaotic, loose system where punctuality is optional, social relations are essential, delays are inevitable and contradictions are evident.

Building Geographic Information System (GIS) from the Ground Up: Experience in Disaster Planning in Caracas

Contemporary Master Planned Community Practice

The authors discuss an on-going research on the planning and implementing of master planned communities in different countries, and their implications for contemporary planning practice. They show that the developers´ goal is for the MPC to become the place “of choice” for residents and employers over the long term, and that success is directly linked to the ability to adapt implementation processes and strategies that meet market and social needs.

Despite recent changes in regional and local policies, much more action is still needed. Village Homes, Davis California: A Learning Lab for Future Planners

Built in the 1970s, Village Homes is an extremely successful housing development in Davis, California, and considered a model of sustainable community design. Energy-conscious houses are organized around a system of pedestrian-friendly streets and open spaces, with community facilities, shared gardens, orchards, and vineyards, all managed by residents. This essay analyzes the criteria used by the Law of Indies in the settlement of towns in Spanish Latin America using the city of Barcelona, Venezuela, as a case study. This is the first scholarly analysis of the historical evolution of the city´s physical structure, and it will help advance the research methods in planning history education.

A six-month exercise in advanced planning topics teaches students the fundamentals of planning and allows them to hone their craft on a living community – all from the confines of the classroom environment. Noah discusses his senior project, done with colleague Nai Saephan in spring 2004. Their study allowed them to develop an urban design scenario for Monterey Street, downtown San Luis Obispo, considering higher density and mixed-use development, in a transit oriented pedestrian-friendly environment. His method included the development of elaborate design scenarios in SketchUp, a CAD program increasingly popular among CRP students.

In the Fall of 2004, CRP had visiting scholar Carlos Leite for post-doctoral studies, research and teaching. He offered a course where students from city and regional planning, landscape architecture, and architecture, were able to study São Paulo, a global city with a population of 18 million people. Students were challenged into innovative projects for the sustainable redevelopment of a railroad brownfield in the high-density central city as an opportunity for positive territorial and social transformations.

Low Income Housing in Brazil: The Case of Sao Sebastiao

In the winter of 2006, the CRP department received visiting researcher Flavio Malta from Brazil. He presents us with an overview of one of the most challenging planning problems faced by Brazilian cities: the exploding housing demand for the poor and the conflicts that it generates. Through the case of São Sebastião municipality, in São Paulo, he discusses some of the issues he deals with in his job as a city planner: the control of illegal settlements and the production of low income housing in a city which depends on tourism development and is located in an environmentally protected coastal zone.

New Public Transit System for Accra, Ghana
Nuworsoo, Cornelius
Cornelius Nuworsoo joined the CRP department in 2005 and specializes in transportation planning. He developed the full concept for a city-wide rapid transit system for Accra, capital city of Ghana. The system was adopted by government officials and the World Bank has recently approved a loan to the Government of Ghana for a demonstration program as the first step in plan implementation.

Park Marina Area Concept Plan: Riverfront Revitalization in Redding, CA

Through a community outreach effort and in a true learn-by-doing fashion, in winter 2005 CRP´s Graduate Planning Project Lab developed a concept plan for the revitalization of an important riverfront area in Redding, CA. Revisiting Hampstead Garden Suburb: A (Cautionary) Tale of Spatial Determinism

Hampstead Garden Suburb has become an example of how a social agenda had initiated a new settlement and eventually had disappeared to yield an empty shell with tree-lined streets and picturesque image. Due to the similarities between the garden suburb concept and the new urbanist ideals, the story of Hampstead Garden Suburb is discussed as a cautionary one, despite the remarkable accomplishments of the individuals involved in its development.

This innovative interdepartmental collaboration generated proposals for redeveloping Singing River Island and reutilizing its Pascagoula Naval Station, closed by a Federal administration decision.

Sustainable Development, Tourism, and Preservation: An International Project in Copan, Honduras

For one week in the fall of 2005, a team of CRP and LARCH professors and students from the City and Regional Planning and Landscape Architecture departments traveled to Copan, Honduras to collaborate with university students, professionals, government officials, and community members in a concept plan for the sustainable development of the Copan River Valley Region. Within this valley is the modern town of Copan Ruinas and an archaeological park containing Mayan ruins that is designated a World Heritage Site by UNESCO, the United Nations Educational, Scientific and Cultural Organization.

In 2005-06 one of this class sessions developed a plan for the Saticoy-Wells community in conjunction with the city of Ventura and consultants Crawford, Multari & Clark, and relied on strong input from local residents and developers.

Life After Cal Poly: Moving Beyond the Classroom

In this article Chris Jordan writes about his work at PMC, a large planning consultancy firm based in Sacramento, CA. While an undergraduate student at CRP, Chris helped put Focus together and was assistant editor for the two first issues. His class received a state award from the American Planning Association and a national award for best student project from the American Institute of Architects for the San Miguel Community Plan in 2004.

The World Changed Today: A Ten Year Reflection for a Climate Changing World

In this article Paul Wack offers us a reflection on two of the most important issues for the planning profession: climate change and the public’s short attention span. He starts by addressing an 1895 poem depicting an optimistic view of the future which the late musician John Denver used to recite during his concerts, and in which Paul finds much inspiration for his classes. The article also ties into the next one, titled “Hot Topic”, dealing with the same theme and originally published in the APA’s Planning magazine.

Qualities That Youth Value in Their Communities: A Comparative Study of Cambria, Paso Robles, and San Luis Obispo

Traditionally planning has concentrated on the adult population for decision-making processes, overlooking the needs and values of adolescents. To better understand how adolescents relate to their communities, to identify the qualities they value most, and to find ways to encourage their involvement in planning, in her MCRP thesis Camille Passon conducted a comparative study with high-school seniors in three communities. This article summarizes that study and highlights some of its important findings.

Planning for Ventura, California: A Community Plan for the Westside and North Avenue Districts

In the 2006-07 academic year, CRP’s undergraduate fourth-year Community Planning Lab was invited to collaborate with the City of Ventura. The class developed a community plan for the city’s Westside and North Avenue districts, focusing on new urbanism and smart growth principles. Elaine Kabala, one of the seniors in the class, writes about the experience.

The Uses of Historic Space in Europe: Local Context Versus Globalization

This paper introduces us to an interesting discussion on the impacts of globalization on European historic spaces. The author points out some of the problems in trying to impose trendy design solutions such as new urbanism. Ivor Samuels is a visiting professor of urban design at the CRP department (Spring 2007).
